Shaving the legs

I have shaved the legs...and will finish the polish..the problem i am having is that the tubes are 4 " over. I cant find some stock tubes...and actually would rather 3-4 under.
I was thinking about cutting the tubes down, but it looks tough. Any input someone can give me would be great. The top is tapered, I can get them threaded, just worried about the taper. Anyway..pls let me know
